Had a wonderful experience at Darling Harbour on a Tuesday in April. In my experiences, all foreigners have some sort of foreigner tax or barrier to entry – Darling Harbour does not charge extra; instead the selection of girls is limited (which is fair enough, given that some ladies may not want foreign clients). I was recommended Michiru, who at first seemed a major misfit – she looks like an innocent student.
